EHIC card

My friend naively got an EHIC card from ehic.org/ where they charge £9.95. I don;t understand how this is allowed when you can get them free through Direct.gov? Is the site legit?

These are free - you should never have to pay for them.

He didn't go through the official site but an intermediary that essentially scams you for the admin fee. He's also likely to get all sorts of spam now.

I wouldn't say it's legal, but I don't know the law.
