The new DLC is included on the disc, it is not unusual for companies to send out a disc with the original game and a use once code for the new DLC, which once used, definitely devalues the resale value of the disc, as it would just be the base game. (edited)

Think that should be the way to go with all GOTY editions or whatever they want to call them. Giving a code to redeem seems an after thought and like you said, gives no extra resale value to the base game
