building a PC for SOLIDWORKS CAM. Things I wish to use:
i7-9700k
CX 750w psu
GTX-1080
4TB HDD
1TB M.2
2 x 16GB but upgreadable to 64GB in future

There may be occasional gaming as its for someone who's in their mid 20s. I was looking at AMD alternative but it looks like intel may still be better from some research I did.

I looked at some Z390 motherboards, need 4 ram slots, dont need sli or crossfire, need lots of USB 3.1. preferably gen 2 ports, maybe USB C also,

Why have you went for the chosen spec?

For SOLIDWORKS you want a professional card:

"Graphics cards designed for “gaming” or multi-media applications, such as NVIDIA GeForce or AMD Radeon cards (not Radeon Pro), do NOT offer maximum performance or stability for SOLIDWORKS. These cards are optimized for a low number of polygons displayed on the screen, but at a high frame rate."

It seems like a Radeon Pro or Nvidia Quadro based card would be more suited to this type of application. I don't actually know alot about professional GPUs to be able to give a recommendation, perhaps someone more versed in them could assist.

Maybe a AMD Radeon Pro WX 4100 or WX 5100 would be good choice for that budget.

Will it be better than 1080? Will the 1080 not work at all? Because that would've been good for other use like gaming

Yes a 1080 would work but it's a card built for games and not professional 3D applications. How fast it will be I don't know.

Also if your going down the consumer card route a 1080 is an odd choice as it's an old card at this point, you would be better with a Nvidia 2060 Super or AMD 5700.

40154037-Xpoff.jpgHow about a Vega 64 8G HBM2? I have CEX voucher so I would prefer to get from there. Also get 2yrs warranty from them. If not this can you see any other good gpu on cex online? I do appreciate your advice.

I think I will go for the RX 5700 as its newer and better than vega 64. Thanks for your help

Are the other specs OK?
