I know nothing about pop culture
Yue Lan is the festival of the hungry ghosts.

A chinese ghost?
A zombie

A jiangshi (chiang-shih in Wade–Giles), also known as a Chinese "hopping" vampire or zombie, is a type of reanimated corpse in Chinese legends and folklore. "Jiangshi" is read goeng-si in Cantonese, cương thi in Vietnamese, gangshi in Korean and kyonshī in Japanese. It is typically depicted as a stiff corpse dressed in official garments from the Qing Dynasty, and it moves around by hopping, with its arms outstretched. It kills living creatures to absorb their qi, or "life force", usually at night, while in the day, it rests in a coffin or hides in dark places such as caves.[1]

The majority if the uk will just see a Chinese girl wearing a costume. The subtleties of a Chinese culture reference will be lost.

Just google zombie's and her Chinese-ness will shine through.
This one.... Asian in origin, Halloween relevant, guys will love it, easy to make (from what I can see) and westerners would know (gaming geeks anyway) who it is Do I win?

Mulan
Blurring Asian cultures here a little, but dress her like a schoolgirl and go with her dressed as a set of giant tentacles.
