What constitutes a good quality heated towel rail?

Stainless steel is the only way to go.
Our bathroom radiator is a towel rail design, but it also has an electric element in it. So it comes on with the heating, or I can switch it on if needed when the heating isn't on.
The taller the better you can get more towels on it plus more heat out of it ideal for a small bathroom

Have a look at Reina stainless steel. Ant towel rail you can use dual fuel. Just get the rail, a dual fuel elbow, appropriate sized electric element and a set of radiator valves. You’ll obviously need it wired in as well as plumbed in.
