exceptional circumstances call for generosity and community.
Prevention is cheaper and better than cure. The root cause is the lack of provision of exceptional funds by the decision makers (leaders). Raising funds whilst one's on fire is not a normal leadership and management skill.

Exceptionally poor management and leadership, as any school kid would have learnt by 12 that you need pocket money to buy what you need from a shop when urgent need calls.

A CEO of a large organisation, having say, £100,000 cash hanging around for exception, emergency, in relative term, is like a bright and well prepared citizen having £1/£5 In his/her pocket for urgent need.
