    No it doesnt...

    SCAMMER

Once funds clear, Seller posts, the on receiving the item you CAN leave good/bad feedback or not even at all....

E-mail them tell them Paypal DOES NOT work this way...give 24hrs notice then lodge a dispute

watchout dont sign for a package until you opened it. You may get empty box if seller being this under handed

Forward the e-mail to Paypal, they have a "spoof" department to deal with this, open a dispute to put your funds on hold and look to buy from another seller. This has the makings of a tearful transaction.

Tell them to get stuffed. Paypal are now holding funds with new sellers or in some cases of high value items until they know that the item is received due to the amount of scams.

The email he got from paypal will have told him to ship the phone straight away.
Tell him to post it as per paypal rules or you will seek a refund and go elsewhere.

SCAM. Dont reply, e-mail paypal and start a dispute to retrieve ur money

thank you very much helping me out

actually paypal can and does hold funds on higher priced/electrical items, take a lok in their terms and conditions it could be for real, paypal then release the payment to the seller once the buyer has reported back that they have recieved and are happy with the product

Ive read about this on here or on MSE.
Its not a scam, apparently some sellers have the funds held until feedback is left.

a while back 'won' mario kart on the wii, i paid, and the seller sent me a pokemon card, it took me 2 months to get my cash back! this was because i signed for the card not knowing what it was, my advice is log everything, e-mails, reciept of payment and screen dump the final listing price.
    wii expert.

The only dodgy bit is asking op to leave feedback before the phone will be shipped, this would make me walk from the deal and open a dispute with the seller.

Wouldn't say dodgy as PP don't take feedback into account when deciding disputes, not something that's really 'done' though. The problem with all this is PP tried to make it safer for buyers by essentially holding the seller to ransom. As per though, being part of ebay, its all gone tits up because all it really does is make it easier for scamming buyers to get their money back (the seller can't spend it as they never had it).

As for the OP, it's really their decision how they proceed. I would say no to leaving the FB because if they are a scammer (and you never really know), at least you know PP is holding your money safe and earning interest for themselves with it......:whistling:
