8th gen intel (you have found 7th) or Ryzen 5 should be easily in your budget here

one example:

That's a TN panel.

yep there will be compromises at this budget but a cpu that is rated 18% quicker with graphics that are in different league it was just a quick google with first hit in that ballpark.

I still think the Op should be looking at least 8th gen Intel or Ryzens - the 8th gen being a big jump up in perfromance as the first response from Intel as AMD becoming more competitive.

I wouldn't buy a new laptop with a TN panel, IPS only. If used, refurbished then ok.

Ok but no suggestion on alternatives just that you would prefer a slower machine as an IPS panel appeals to your requirements more.

jkl47 has just posted this mind albeit would really want to upgrade the ram on that one which takes slightly over the OP's budget:

Used Thinkpad; they'll have much higher build quality than new laptops that cost £350 and will be more than enough for uni work. That budget would get you T470, maybe T480
Thank you for the advice so far ..I've also seen a
IdeaPad S145 (14", AMD) at £339.99inc. VAT on Lenovo site ?
Very appreciative of people taking the time to help

Neotrix added this today which, if you can stretch your top budget by £19 (using code in post), seems pretty good - both IPS screen, double sixed ssd, 8gb memory and the best cpu detailed in any example:

imo a very good buy
