After a quick bit of Google-teching:

If you have a 3G phone, try this before trying the next steps (thank you Lindsay, Joe and Leonard!): Go to Settings: General: Network: Disable 3G. Then reset your iPhone.

    Go to Settings:General:Reset.

    Click Reset Network Settings

Enter your passcode if you have created one.

Click the red button: Reset Network Settings

The iPhone will take a minute to shut down, then it will reboot.

    Hopefully, service comes back.

    Also:

If after activation you have NO SERVICE try reseting your iphone (hold down home button and top button for about 8 secs, like the ipod reset.) Worked straight away for me after an hour or so of panicking!

need to try unlocking first,if that doesn't work odds on it could be nicked

You should be able to check with O2 if the IMEI is blacklisted or not, if it turns out it is then you could save yourself a lot of hassle because there's nothing you can do if that's the case.

still a bit too cheap unless it in poor condition, bit of a risk imo

Generally this means it's reported stolen and blocked throughout Europe.

    +1

If it c ant be fixed just use it as an ipod touch lol

I had this problem with 2g bought from cpw and it wasn't stolen and it isn't uncommon. Just for info.
