Is mobile Skype to Skype any good?

I'm thinking of joining the Three network on PAYG to take advantage of the free Skype calls and other benefits that seem to make it the best PAYG company. I will have to buy a handset for me and my girlfriend but want to know how it works first.

Is Skype to Skype on a mobile exactly the same as if you were phoning that person over the normal network? Is it always on, running in the background and ready to receive calls unlike on PC where you actually have to go into the program and make sure you both have it switched on first?

Can you recommend any of the handsets? How good are the cheap ones at around £40? Is it better to upgrade to one of the Sony handsets?

Yes it's always on and runs in the background and works fine on any compatible handset.

Nice. Why doesn't everyone use it? Surely it would make sense for most people to take advantage of the free calls? It just seems like there has to be a catch to it.
I was concerned about it as I have Skype on my Ipod touch and I'm guessing it works the same on the iphone where can't make calls unless you both have the Skype open and running at the same time.

The quality can be really crap.
