I don't think they allow it.
I know another thing too, EasyJet will only allow 2 infants per adult onto planes, least inland flights anyway.
What airline were you thinking of sending him on?

I think all the airlines have their own rules about things like this.

I take it this is the new route that Flybe have opened?

most airlines are 16, or some even 18

easyJet does not accept unaccompanied minors under the age of 14 for travel. Children under 14 years of age cannot travel unless accompanied by a person aged 16 years or older who will take responsibility for the minor.

this what EasyJet say,I would think its unlikely they allow it,you need chekc who you want to book with etc.

I think with flybe the parent/guardian just needs to sign a form saying that they are allowed to travel, and you are signed for at every stage if under their Unaccompanied Minors scheme but i cant be certain. You are classed as an adult if over 12 with flybe. If the child doesn't have a form of photographic ID you will need to contact the the flybe customer call centre for advice.

I wanted to fly to London when I was 15 with one of my aunts but they wouldn't allow me unless it was my mother

You need go to their sites and read the restrictions regarding children,it will state. I've gotta go out soon so can't look for you now,but I'm sure you find it yourself.

Think it varies from airline to airline

FlyBe will allow him to fly but BMI Baby won't:
