Is wholemeal or medium chapati flour same or similar to plain white flour and can it be used to make pastries?

Can the chapati flour be used to make pastries? So in the below ingredients, replacing the plain white flour with chapati, would that still make pastries?

Ingredients
For the filling

2 Onion(s) (small, Thinly sliced)
1 tbsp Vegetable oil
200g Cheddar cheese (grated)
200g Potato(es) (peeled and finely diced)

For the pastry

300g Plain white flour
75g Butter (unsalted) (cold)
75g Lard (cold)
1 Salt
1 Egg(s) (free range) (beaten)

You can’t make pastries with whole meal flour it won’t be a fluffy pastry consistency you definitely will need plain flour for this or if you can get the roll out pastry dough.. good luck

Can I use self raising flour?

Maybe a low gluten flour like white rye flour combined with a bit of strong white flour would work for consistency? You could get away with it for bread but I don't have much experience with pastry.

It would taste different of course.
medium chapatti flour is a mix of brown and white flour.
Also another good one to get is Chakki Atta, which is basically stoneground flour.
You can also get Atta that is made from multiple grains.
