media player classic plays most files and is free

I would guess It's the hardware rather than the software

does the file play ok on another machine?, ive dl'd some mkvs weren't ripped right and they choppy on very high end machine.

If it has ION then you'll be ok. Most don't.

its a N450 1.66GHZ ,1GB RAM, WINDOWS 7 STARTER

For mkv files, CCCP is highly recommended. Install that then play with Media Player Classic

also see if your hard drive has put itself in PIO mode (check using Device Manager)
if it has, reenable DMA

p.s. is it an HD file? how big is it?

it'll probably be your codecs - I had the same trouble with my ION330 being choppy in mediaportal - I changed codecs and now I can play 16gb mkv files with no problems at all.

do you know what codecs your using?

not sure what codecs i have installed but i just installed the above codecs and still choppy, not sure what else i can do, never installed any other codecs on this before

install vlc player it'll solve all your problems and no need to mess about with codecs

netbooks like yours arent designed for hd mkvs but tbh m8, i doubt you'd notice much difference in quality from a dvdrip anyway unless you have a huge screen laptop.
