If your staying with virgin then no tethering no matter who they use
Why not switch to another provider who allows tethering
Had zero issues "tethering" laptop phone acting as Wi-Fi hotspot when needed.

On £5 / mo 30 day rolling contract with Virgin but they're quite stingy with minutes and data allowance.

Sounds like they don't allow if but not quite sure how they'd block it. Maybe it means it's not included within your free data allowance? I'm with 3 on unlimited data plan and I am limited to 30GB of tethering.
