Need help with PayPal claim

I bought a ring from an ebay seller that was not as described. After putting in a claim with PayPal and submitting a report from a third party to back up my claim PayPal sent me the following in an email.

We have determined that you may be eligible for a refund on this PayPal transaction. To qualify for a refund, please return the item received to the seller in the same condition in which it was received. (You are responsible for postage and packing costs for the returned merchandise.) The amount you will be eligible to receive is determined by the terms of our buyer protection policies, and we may be unable to make a full recovery of your payment from the seller. Please review the buyer protection policies in our User Agreement before returning the item to the seller.

When I log into PayPal I get the following:

Resolution Centre – Claim Details

The seller has offered to provide a full refund once you return the item in its original condition. Please send the item to the seller at the following address:

You are responsible for postage and packing costs associated with returning the item. Once you send the item, please provide us with an online tracking number by 10 Feb. 2007. This tracking number allows us to confirm that you sent the item. Please understand that if you fail to provide this information, your case will automatically be closed.

We recommend that you send the item using a service that can supply proof of posting or a tracking number. Otherwise, you may need to rely on the seller to confirm if the item was received.

Does the email contradict what's being said in the Resolution Centre? Will the seller refund the full amount, if any? How do I play this one the safe way? Please help.
