Only html will not work becasue html is used just to present something. you need to use some server side scripting language e.g. asp, asp.net, jsp, php etc.

This is probably your best bet: zen-cart.com/ - it's free

But as kzee says, it has to be server side and you can't really do it in HTML

doesnt paypal offer a service like this?

You can create a static website in html. Actually a website is composed of web pages as you might have created couple of html files and there are two types of webpages 1. Static 2.Dynamic. In simple words both of these return html response because our browser (IE, Firefox, Safari etc) can render html content. Static websites (actually web pages) does not involve any server side script processing and render same content again and again unless someone modify those html files explicitly (e.g. baytree-house.co.uk has got most of the static pages but there is some server side code executed when you make reservation). On the other hand, dynamic website executes some code on server side and that code is written in e.g. asp. Lets take a simple example, when you submit a reply to this thread, all of the content you entered and some of your user information is submitted to web server where some code is executed to save this content somewhere in database table. So, whenever someone replies and then you look at your thread you find same page updated.

Answer to your second question is that it is not necessery to create whole website in asp. e.g. if you want to sell only one product then your product page can be an html page and when user will press add to cart button, you can then talk to an asp or php page executing your code if required for checking stock etc.
