Neighbours dog constantly barking grr!!!!

Hi to cut a long story short we have lived in this house for about a year now and the neighbours behind us have a alsation dog that it left outside every day from 7am till 9pm,barking constantly,months ago i contacted the rspca about the situation and they said they have had complaints before,i then thought great maybe somthing will be doneabout it as emost people on the estate are getting fed up with it but are just to scared to do anything about it as there scared to upset this guy as hes not the friendly type(been in prison a few times!)after rspca went round to his i sent a email to ask for a update,the update was no help to me or anyone else,all they said is the dog dosnt know any better so its all ok,theres me thinking the dog is left out in the snow,rain etc with no shelter and there saying its ok!!i then thought to myself why should i have to put up with this,(my 2 year old daughter wont even go out in the garden because of this dog!!i then contacted the council who sent me a diary sheet which lasted a couple of weeks,after this the sent me some sound recording device,i done this for 2 weeks and then the council collected it,after that i got a email telling me the noise was above the levels etc and they will be contacting the owner to issue a "noise notice",a week after i get a email telling me they have been to the owners house and provided them with a collar for the dog and told me if it works it should take affect in just a few days,well a few days have passed and still barking all day!ive always had dogs when living parents many years ago and i think the dog is being unfairy treated as well as the people living on the estate.just glad the council are trying to help and so they should as they have had so many complaints regarding this dog.anyone else been in this type of situation?
