New build home estate charges

Hi Everyone,

We are buying new build home freehold property ( semi detached) and just received the property report from our solicitors it has estate charges budget 145£ per annum( quote says: Maintenance, Insurance,Lighting/Electricity, site inspections). I am not sure how to deal with it as per my understanding only leasehold property has these kind of estate charges. Please guide me if anyone came across like this please
