That is usual, it is due to the fan speed not being controlled by the operating system during boot up... so it just goes a full speed until windows etc loads up.

yeh it doesnt realy sound like a fan noise,it makes the same noise when i put a disk into the drive also

There are 3 things that generally make noise in laptops,

Hard drive, cpu fan and cd drive. The hard drive sould be near silent at all times as its a new laptop, the cd drive will be noisy only if a cd is present during boot up. The CPU fan will be the most constant noise problem.

ive also noticed a very quick flicker on my laptop screen,so fast you can hardly see it,i contacted samsung about it and all they said was reformat,i done that but the problem is still there, happens when brosing the net, problem is its not realy worth me contacting samsung about the screen untill it does it more frequently so they have proof of this problem

Is the quick flicker as you boot? My dell does that as it switches signal quickly to check for an external monitor on startup.

mo its during browsing the net,i always have my laptop plugged into the mains so the batterie is always 100%

The sound could be your notebook is trying to boot from your dvd drive on startup. if it bothers you you can change the boot order to skip the dvd drive from the system bios.

regarding the flickering issue, have you tried resetting your display resolution? i.e. setting it to something else and change it back. if this works for you then it might be the same problem I had with my notebook.

update your display drivers, see if the sound happens with no cd in the drive during boot.

the flicker on happens every now and then and flickers black when it happens right accross the screen

Are you keeping it well ventilated? I found that when ours was sat on a lap or a table for long periods of time (whilst turned on) it started to overheat - flickers, whirrings and all-sorts; found the best way to stop it was to sit it on a laptray that was slightly too small for it so it sat on the outer edges, leaving more room for the air to circulate underneath it. It worked a treat - no problems since (apart from wife NEVER defragging the blasted thing!).
Give it a try and see if it helps

Probably needs a decoke and a new set of plugs, but try a squirt of Red-X first

From your initial description I thought it might be the temporal dithering but from the above line it sounds like an occasional flash more than a constant weak flickering
