Paypal claim - next move

I bought an item from a US store that they only ship to US.
I sent it to a mate's place, he was renting somewhere for the duration of his trip.
The vendor updated me with shipping/tracking info soon after. It was supposed to be 2-3 day delivery. About 2 and a half weeks later, the tracking still said 'waiting for item from customer' and my mate left for home.
I emailed them to chase it up, saying it's too late and to cancel/refund if possible. They never got back to me, so I filed a paypal claim detailing how it was too late and they'd exceeded shipping times. They then shipped the item!!
I want to claim the money back via paypal, but am unsure about exactly how to proceed. The dispute is open and I need to escalate it and give my reasons. Technically they have shipped the item and it has been signed for, but a stranger now has it and they had been informed of this prior to shipping - they only shipped after the claim to cover their back which is pretty silly/unfair.
In their initial response to paypal, they did state on their FAQ that they can take up to 2-4 weeks to dispatch. I missed this initially (had put in an enquiry before I ordered which was obviously unanswered), so my only hope is that paypal say that it was marked for dispatch when it was marked for dispatch, and that 3 weeks and a cancellation request is too long for an advertised shipping time of 2-3 days

As far as I am aware Paypal only cover you for things shipped to your own address...I may be wrong so don't quote me on it ....

That's my understanding too. But i thought that was for sellers not buyers.

long-standing account of about 15 years, 100% complete and verified, over 1,000 transactions so possibly have some sort of trusted status on my account (not that that's any good to anyone if my account was hacked)

Oh well that's a plus...Sorry I can't help you more...Yeah that's about how long I have had my account too...How the years fly by eh...?

Yeah but if the item didn't go to the buyers home address wouldn't it be the same...Not using Paypal address I mean...Not sure really...At least they have verified it fr him ;-)
