I have bought something by sending money through Paypal but am unhappy with what i have received but the seller is refusing a refund, can i do anything?

This was not on Ebay or on this forum but a private sale, is there anything i can do?

Why not open a dispute with paypal to see if they will refund your money?

The only claim outside of ebay that is accepted is "item not received".

Was the item sent via a recorded method? and have you **ahem** received it yet?

I think if you file a dispute, follow "item not received" and then you can select "item not as described" Hope that helps. x

last i heard from paypal (few weeks ago) they have supsended ALL investigations into 'item not as described' queries not associated with ebay, for the forseeable future, open one and it will be closed in a day or two with that message.

It was received and trackable so that's not an option, delivered from Europe.

was your paypal payment funded by credit card? If so then you could contact them

If you have paid via a credit card you should be able to get your credit card company to do a chargeback.

The thing is that it wasn't from a shop it was bought second hand off someone.
