Paypal hold ebay payment

Hi
Does anyone know about paypal holding ebay payment and will only relsease if everything's ok after 21 days or seller receive positive feedback? Recently someone won by item and paid me through paypal, he's in the US though. It's been several months I haven't sold a thing on ebay so know nothing. Does any know it's also apply to ebay/paypal uk/europe or just US?

im not sure but since the rules changed im sure they now hold payment for a certain amount of time

i think its on all ebay purchases

Nor me, but im waiting for it, its usually the high risk items though such as phones I think.
