Asda do it, they scan the photo, whichever one you want and then print 6 on a page passport sized - used to cost 64p last time I did it (but that was a while ago!)

I think it costs about 4 quid for passport pictures at a booth , I would of thought scanning and printing may cost more than that .Do you not have a digital camera and printer ??
I do them at work for the staff , pupils etc . Paint Shop Pro to resize and print onto photo paper using a Epson R220 .Print size = 35mm width , 45mm length .

I did this the other week, well.... Got them to print off a pastport photo I took with my camera from a card.

I had the same photo on 1 sheet, 6 photos in total.. It was around £0.60p to £0.70p.

Just for info, this can be done at local photo place. Some offer to scan it for you as well. But I scanned it at home and bought it there in a USB drive.

I didn't have a asda near me so I just opted to do it at my local. I consider this a fail since I paid quite a premium £5.99 for it (I did it using a Kodak photo machine) lol

For future references, I think another way is to: Scan the pic yourself and make it into 4-6 pics in a photo (or use online software) and just bring it there to print. This should cost less than 50p. Another way is to print it online but you'll have to pay for shipping but still would be less than half I paid. Well, lesson learned, and I'm no longer a photo printing newbie anymore haha.
