Phone and Broadband help needed please.

My daughter is moving into her "new" house soon. There is a phone line but it is not connected. I know I can get BT to connect it for a fee of about £70, but looking at Vodaphone's broadband, if I want the broadband I have to choose line connection (for which there is no charge) as it seems to know there is a phone line which is not connected atm. I don't really know what is best to do. If Vodaphone connect the phone to whom do I pay the line rental? It's all very puzzling so any help would be very welcome.
