Have a look at a program called GIMP, its free and does pretty much everything photoshop does plus there's plenty of tutorials online

Was gonna suggest the same thing, free and easy to use in comparison to Photoshop, check for tutorials through google also

Thank you - will check Gimp out

I couldn't get on with Gimp, but i know it can be good if you stick with it.

A web based one i use that's quite good is www.pixlr.com

Pretty similar to PhotoShop (which i use a fair bit)

For very basic photo editing, its surprising what Google Picasa offers users. Other than that Photoshop Elements isnt all that much money. Worth purchasing.

Paint.NET and PhotoFiltre are decent enough programs, if a little more basic than Photoshop. Should be fine for home user photo editing though, and user friendly.

photoshop is free*

*from the right places. Piracy is wrong

If you are familiar with photoshop, maybe look into GIMPshop... Its GIMP but modified to mimic the look and fel of photoshop so the transition accross should be easier.

get yourself photoshop cs4, available from the usual sources :whistling:;-)
