Are SIPP invested capital counted as part of the Universal credit capital savings limits of 6-16k. Are these disregarded

I don't think so (keep looking) but if you exercise drawn down rights in any 12 months, those funds become part of your savings and are no longer part of a SIPP
I'd be surprised if you could disregard it. SIPPs give lots of leeway on what you can do so I'm sure people would be gaming the system and shoving their assets into sipps if you could get away with it.
Interesting question though. Probably best to ask the hmrc
