Surcharge on item bought off Ebay for a dvd sent from Guernsey.

Bought a used dvd 2wks ago from a seller on Ebay for £3.45 the dvd was £1.70 and p&p was £1.75. I contacted the seller at the weekend to say it hadn't arrived and she said give it a few more days apparently there's been a change to custom and excess rules and there has been a backlog.

Well i got a card through the door today from Royal Mail saying they're holding the item awaiting payment from me for the amount of £8.55 (£8 handling fee and 55p excess duty). This is extortionate for a dvd that even brand new you could buy for around £8.

The seller did say she would pay any excess charge in the message she sent but feel that would be unfair on her.

If payment isn't made item will be returned to sender after 21days.

What would you do? Anybody else had a similar problem recently?

Not had the problem. I thought £18.00 was the threshold (7 day shopper in Guernsey springs to mind).

I would offer to split the costs of the £1.75 postage explaining the situation and let her re-sell it.

Otherwise split the £8.55.


I'm sure I've had similar items of similar value and more and been sent from Guernsey I thought Tesco Entertainment stuff used to come from there ? I never had to pay anything, maybe I'm getting mixed up with Jersey ? I've paid import tax but that's been on items from outside E.U.

Yeah i didn't think you would pay any duty on such a small item but then again Play.com are stopping selling goods from April because of change in VAT laws from Guernsey

I've decided to email the seller and give her the option, don't think it's fair either of us should pay the £8.55 as this is unreasonable and if she gets her dvd returned maybe i can have a refund.

Let it get sent back and ask for a refund from the seller. It would be cheaper for her and you can get it from somewhere else.

The rules changed on 1 April 2012 for the Channel Islands. There is no VAT exemption any longer.

It wouldn't be so bad paying the 55p but Royal Mail's handling fee is hefty. Will not be buying anything from Channel Islands then, going have to be looking at where websites ship from.

I bet there was no label stating value less then the tax threshold.

Looks like your seller missed a trick in not registering for prepayment

All sellers on Guernsey have to now pay the vat from Guernsey to send anything to the UK (I am one of them!), or risk an admin charge being made in uk, so this is fact the Guernsey sellers fault for not paying the 17% vat at post office - as they are required to do so under the new law for every single item apart from baby/childrens clothing or books or gifts under certain amount- so I would personally claim that full amount back from the seller as it was their full responsibility , and if they are ticking the gift box on the customs label then that is their risk not yours.they would have saved hundreds of pounds by not paying tax locally before posting -so I would not feel bad about asking them for a refund of this-as it is actually fraud and morally wrong to take a chance on item not being picked up and not fair to you as a buyer to have to then go through having to collect your item- I always pre-pay the VAT.
