Is there an application where when i get a text, it says the name of the person that sent the text ?

If the person is in your contacts list or should do that automatically. If they're not - then no.
Just out of curiosity, and I genuine question as I don't use emojis much.

What does a winky face represent at the end of that question, or what do you believe it represents?

This is a question I've pondered a few times, they use it a LOT.
mobile numbers do not come with the sender's name as that is protected. so not about application, it is about personal data information.
