The buyer did not recognize the transaction. (Ebay)

Just got a case opened on me from a item I sent over a month ago low value DVD £8 no tracking.

Reason
The buyer did not recognize the transaction.

Ebay wants me to provide proof of delivery or refund.

Why is this even needed its not a case for item not received if it was I would refund then file a claim with royal mail.

I have tried to contact the buyer no response.

After checking feedback they clearly buy dvds from other sellers and have left 1 negative feedback to one seller who I contacted and was scammed for another reason from this buyer. Its obviously not a hacked account

Why should a claim like this be the sellers responsibility.

I can take the loss but why are ebay not suspending buyers Accounts.

Anything I can do?
