Get the BBC Iplayer app . You can save for playing offline to save on your mobile data. You can watch tv programmes on phone which should fill your time. I tend to listen to the plays that are on radio 4 as they are brilliant.

not sure Im understanding the question correctly, but there are apps to stream television such as 'TVcatchup' when you say TV tuner do you mean a device plugged into USB/MHL; if that's the case I have no idea didn't even know they existed.
my idea with the app I would make sure you have a large enough data allowance as you probably know streaming eats the data.

Is it android?
Mobdro and Kodi

I have just done some digging and the products that come up looks like they are Chinese with the so called "eZTV" app to watch on their phone but from the feedback from customers on gearbest I would give it a miss as the. APK file appears on a CD and many people having issues with the running of said application, so I wouldn't waste your money on one of these devices as very hit and miss.
