Initially the owner of a car that is shown as being uninsured will … Initially the owner of a car that is shown as being uninsured will receive a warning letter telling them to buy a policy. If they fail to do so a £100 fine will follow, but the car could still be seized, even after the fine is paid, unless the driver also insures the vehicle.

If it is on a public road it has to be taxed and insured.

Yes I'm afraid you are wrong. Taxed AND insured to be parked as you've described.

I now have an IN10, 6points, and £300 fine to prove I'm right.

Yes, it should be covered by the tow truck or other car.

thanks all so glad i asked,i always thought that as long as it was taxed and mot'd all was ok!

Regardless of whether the road is public or private, if the public have access then the Road Traffic Act is deemed to apply (therefore minimum of Third Party cover required).

Wrong I'm afraid, it needs to be on a breakdown truck and off of the road to be legal, if it is on the road it requires insurance.

Also the brake servo/ power steering will not be functioning so not even safe to be towed.
