Upstairs neighbour has painted window panes??

Found 27th Jun
Initially I thought DIY (though, he’s 4 floors up so it’s not like people can walk past and see in)
Recently the racket and banging from up there got really bad and it’s always really late at night like about 10 until stupid o clock in the morning! It’s driving me mad! So my partner went to go up there to ask him to cool it.

He never answered but that’s when we realised all his flat windows were painted! We joked about what he’s hiding... but now I’m wondering why the hell you’d do that?!

Imagining scenes from some horror movie is it a drugs thing?? (Not unlikely in my lovely area!) something creepy about it.

Drugs. He's hiding the growing set up from passing police helicopters.

Not a murder room as it'd be soundproofed first so you wouldn't hear the banging... Or screams.

I have no idea to be honest, could be light sensitivity, battling the heat, drugs or he's just crackers.

Could be a cannabis farm. Could be he is not mentally stable.
Could be "Greenhouse shading paint" ( a washable off sort of whitewash ) in an attempt to keep the flat cooler ?

In these days of camera toting drones you aint safe from voyeurs ,even on the 4th floor . Maybe he's just having more fun than you and wants to have that fun in the privacy of his own flat

..... Could be he is not mentally stable.

This, plus he may have a drink problem and wants some privacy when downing his sub £3.50 bottles of wine.
Suspicious - just speak to the police and let them deal with it.

But he could just use curtains if that was the case

He may be economically challenged, and is choosing to spend what little disposable income he has on cheap wine by the case.
Are u sure it’s paint? Not just white washed the windows while he refurbs
I would contact the Police.
It might be innocent, but if it's
the planning stages of a terrorist attack.

Most houses have curtains included, paint isn't cheap

I am assuming he owns the house if he is allowed to paint the windows, if he owns a house I'm.sure he can afford some curtains, if wanted to save money I wouldn't paint the windows I'll use news paper from the people's trash and a roll of stellotape from a £1 multipack

You hear some tragic stories of what people with addictions choose to prioritise. Curtains may have been used for other purposes.
Greenhouses glass paint to keep rooms cool... Maybe.. Will wash off in rain but maybe messy?
Call the council's noise enforcement team today during the day. Then, tonight, call the Out of hours noise team and give them the reference and ask them to come down.

I’ll sleep safe in the knowledge tonight that it’s not a murder room!

I feel like I’d be going a bit far with that to be honest. I have no proof he’s done anything bar painting a weird part of his flat. It’s unnerving a bit, and suspicious...but still!

That was my first thought... but his flat is that high up you couldn’t see in anyway. Someone mentioned drones and helicopters but surely if It was just DIY you wouldn’t care? Tis a mystery! Was curious on people’s opinions because I was having all sorts of weird theories

I feel like this story ended too soon.
Maybe he is blind, blind people don't need windows and wouldn't be very good at painting.
Probably just windowlene cream while he decorates.
maybe you should just put a complaint in about the noise if it's consistent, then mind your own business. He/She is entitled to cover the windows if he/she wants.
Does he look like Rowan Atkinson?
@Nat_urally You don't have to answer this if you are colour-blind, what colour(s) is it?

I wonder why the colour was not stated in your post.
@Nat_urally post a pic for us!

@Richard_Richard painted or not police helicopters would be able to pic up the large amount of heat coming from the property. Or they check with the electric company to see if there’s been a sudden rise in usage.

That is a fair point, yes they would on both counts.

There's probably an innocent explanation, I'm going with porn dungeon myself though, gotta shoot skin flicks somewhere.
Maybe he is anticipating a nuclear attack, whitewashing your window panes is probably the most effective defensive measure if you believe an attack is imminent, given what has been going on recently in the international arena, a little bit of social stigma in exchange for your furniture not getting set on fire might be a decent trade off.

Yes, painting your windows is suspicious, that is the proof.
An old mate of mine painted his windows when a student, simply because he was bored!
Landlord kicked him out.
Maybe he hasn't paid his tv license?

As tenants go, he sounds like he was a pane in the glass.

Maybe they were bored(or maybe you are ?) and had some leftover paint
maybe they just wanted to piss off a landlord ?
who knows ? doubt we ever will

Many years ago I heard a noise outside my bedroom window at two in the morning. I was on the third floor so I didn't bother putting a dressing gown on or anything, I just opened the curtains and looked out. Straight into the face of the man in a cherry picker changing the bulb in the street lamp. You never can be too careful.

Pictures or it didn't happen

I only wish it didn't. This was the eighties so in the days of 35mm film. Pictures were not quite as instant in those days. That reminds me of another story when I worked in wh smith but I'll save that for another time
and his downstaitrs neighbour is nosey.
