VED road tax, 2nd hand car

So I understand the new road tax rates for new cars that are registered after 1st April 2018. You have to pay a premium in your first year of owning the car we know this.

I cannot find anywhere where it explains how it works if you buy a 2nd hand car that has been registered after 1st April 2018.

Does the new owner of the 2nd hand car pay the 1st year premium tax amount again, or because the 1st owner has paid this, do they just pay the £140.00 a year now?

Does anyone have any insight on this?

Anyone after the first owner will just pay the ongoing £140.00 per year.
The change actually kicked in from 01-Apr-2017. The 2018 change just made a minor change to Diesel bands and company car tax.

Ah right thanks for clarifying, good to know.
Unless the original list price was over £40k then there's an extra £310 to pay per year till the car is 6 years old. On top of the standard Tax rate.
