Vista , does TCP need to be on or off?

Vista (diagnosing problems) told me to turn on TCP which I did , is this correct?? I assume its to do with network connection

You need TCP/IP enabled for your network connection.

TCP/IP Transmission Control Protocol / Internet Protocol dictates how you computer communicates with the outside world. You can't get on the internet without it. you'd have a hard time networking of any sort, unless you were using the netbuie protocol which was abandoned about 10 years ago.
