How should it look like?

Send me a link and I will tell you what you need to do...

If I'm understanding the question correctly don't they usually have an 'under construction' image?

Something like this.

http://wibisa.nl/eigenontwerp/images/Website-Under-Construction.gif

use an image like above or create your own with your site logo and the words 'Coming Soon' (or something appropriate)...
Then using html tags, link to the image.

It's not as easy as that guys as he hasn't got a standard website set up.

Hate to be a pita, but that code is wrong.... out dated and poor...

You don't need to tell the browser to put the background as white as all pages are white by default.

Not if you have changed the default Cascading Style Sheet for your browser (if it supports it), or the browser colo[u]r scheme.

I do not use Microsoft Internet Explorer as a general rule, but I find myself sat at a laptop with it installed at present.

"Tools" / "Internet Options" / [General] tab.

Click [Colors] button.
Uncheck the "Use Windows colors" check-box.
Click [OK] to confirm.
Click [OK] again to remove the "Internet Options" dialog box.

In the address bar type:
about:blank

The background is not white.

But how many do this? and for a image on the page, there would be no difference in a white background and a black one.

Obviously you should not assume that everybody's web browser is set to the same as your own when developing a site.

Those of us (me included) with colour-vision deficiencies issues may change colours frequently with many applications.
