I'm interested primarily in the noise cancellation as I'd like to eliminate road and wind noise when traveling.

What do you define as low cost?

Well, under £100

You could buy these Sony noise cancelling Bluetooth headphones, last pair, sold as Refurbished. Use code PARTYTIME to take them down to £56.

If not refurbished then you can buy a new pair of these, they get good reviews. You've also got these Sony ones with Alexa built in at £79 on Amazon, actually I'd get these instead of the other ones.

Noise cancelling doesn't seem that great from the reviews - I read the 3 star reviews.

Thats a fair point, but if you want excellent noise cancelling in headphones then you are going to have to pay for it, that's why the Bose QC35 and Sony XM3 headphones recommended earlier are outside of your budget unfortunately. It would be good to see what other suggestions there are for your budget, hopefully you'll be able to find something suitable.
