Depends how fast & how far you're going. If you're popping to the shops then water repellent trousers would be best, but if you're exercising then quick dry leggings would be better as they won't make you sweat as much.
Are you male or female? What type of cycling do you do?
I personally ride a mountain bike, so i do road, canal tow path, and gravel tracks and wear some comfy tracksuit bottoms, or running leggings. both are seamless and not padded, the seams are uncomfortable. Neither are waterproof, as i only do 25 mile rides, and i only try to keep my top half dry, or less wet. Go for comfort.
A frock and then side saddle?
quick dry leggings - more is always less
A pair of speedos and a boob tube.

Trackie bottoms and a top and mind yer helmet
Tapered slim fit jeans and your good to go.

Speedos?...
Quick dry leggings or shorts, but take a pair of waterproof overtrousers with you in a saddle bag.
