.3 amp ? Just you can draw more current from one than another.

will the 2.4amp do any damage to say an ipod

Think of amps as water pressure. You have a tap with a hose on it, the higher the water pressure the faster the water can flow but it will only flow as fast as the hose will let it.

Shouldn't do as it's the device drawing the power and not the power bank forcing it in.

It's lack of sleep and warm weather Should be an awesome weekend.

USB was designed as a data connection rather than a power one, so ports have to signal how much power they can deliver. Unfortunately there are several different standards as to how to do this, a couple by the USB Standards body itself and more by device manufacturers (for higher power draw or vendor lock-in). Generally two different current ratings on USB ports means they offer different sets of supported signallings.

IIRC 2.4A and 2.1A generally signal two different Apple iPad charger version imitations. They may also support lower current outputs like the most commonly used USB Battery Charging 1.2 which provides a maximum of 1.5A. Then again, they may not. Unfortunately most USB power supplies, external batteries and mobile devices don't tell you what they support so it's often as much a guess as anything else.
