What's a good software development environment for Android apps?

Free ideally and cross platform with WP8.1 ideally but don't mind paying just not professional prices as it's not for commercial development.

Android SDK comes with Eclipse (Java/Android) IDE.

Thanks. I'm a hobbyist Windows programmer but not C/C++ and used to RAD tools like Delphi and back in the day VB so how friendly do you think this will be to the likes of me?
I'm used to drag and drop GUI development so spoilt really.

    Android studio

For cross platform I'd go with xamarin studio

The IDE is good. I know what you mean about the GUI element part in Visual Studio, Eclipse does have something similar. The SDK also comes with an emulator too, so you can create device profiles and test the software without any extra hardware. Java is different compared to VB or C++, give it a go.

    Thanks guys and gals!

I have Visual Studio 2013 Community installed (the recently released full free version) and it looks daunting compared to Delphi.
I looked at writing a cross-platform app(lication) for W8.1/WP8.1 and even that looked a bit daunting to me.
I'm thinking it might be easier to write my Windows application in Delphi XE3 and to focus on writing a separate app for mobile using a targeted and focussed IDE.
Then once I feel more comfortable with an IDE for mobile apps I can re-evaluate the cross-platform issue.
If I'm too ambitious from the start I might get bogged down and bail on the whole idea.
With Windows 10 looking to merge the desktop and mobile O/S much more it might be worth writing an app for WP8.1 using Visual Studio 2013 Community now and then next year I can look at how that integration has gone and look at what Visual Studio 2014 Community brings to the table.
    Does that make sense?

    Sounds like a plan.
