I've heard Sony Vegas is pretty good

Adobe Premiere

Adobe Premiere

lol AP is the best, but by no means the easiest.

OP needs to think about what they are trying to achieve.

Also if you were using a Mac I would suggest Final Cut Pro (if your feeling brave) or Final Cut Express, Hell even iMovie is dead easy and quite extensive.

Just depends on what you are looking to do.

OP asked for the best, we gave them the best.
There was no mention of it needing to be easy in the OP.

Premiere all the way, but be prepared for a near vertical learning curve.

In that case may be worth looking at ]Roxio Media Creator

Its very easy, does quite a lot more than just movie editing, making and converting. Also is quite cheap.

Sony Vegas for the PC or Final Cut Pro for the Mac are the ones I've used whenever editing short films or montages, however if you just want to piece some footage together with basic cuts, even Windows Movie Maker would do the job. I'm not saying it's good by any stretch of the imagination; it's the MS Paint of the video editing world, but can be used for the basics.

If you want the best then Premiere.

If you want cheap, then anything will do really. . .
