When does MUST mean might not??

    I live in a council house in Easington District of County Durham. They are being managed by East Durham Homes to fetch them up to standard.

    The government have said houses MUST be brought up to minimum decent housing standards by 2010.

    East Durham Homes say if they dont get the funding they need (which they wont cos their customer services stick and their ineptitude at completeing repairs both ontime and satisfactorily)they MAY NOT complete it by 2010.

    So I guess must must mean may or may not have to.

    Anyone on here feel free to add thoughts especially if you are in a relevant field, (i.e. work for the government or council housing dept.)
