When is it best to book a holiday to get the best price?
(I know where i want to go)

And what should i look for ?

can i cancel if i change my mind?

Best price is probably within a week or 2 of the holiday, but that carries the risk of not getting one.

For getting your money back, it generally depends on the length of time between the cancellation and the holiday. You'd need to check their T&C's. If you book last minute it's unlikely you can get any money back for cancelling. If you book a year in advance, you probably could get all back minus an admin fee or basic deposit.
I think it depends on where you want to go and if you are flexible. If your going somewhere that has lots of places to stay and available flights you will much more likely find a last minute deal. If your going to a tiny island with one airport and limited accommodation buy in advance as there isn’t likely to be much of a deal.
