White parking lines outside my house

Without informing me, someone (either the council or highways agency) has put white parking lines outside my house in an attempt to stop people parking there. Does anyone know if I can legally park on them? Or if they're enforceable lines? Or are they just suggestive parking spaces so people park outside them. My neighbours have them in front of their driveway, which I can understand because the need to have access, but I don't have a driveway.

Also, the Highway Code doesn't mention these lines!

    :x :x :x :x :x

I'm 99% sure they're advisory only and aren't enforceable, you could contact the transport department of your council to make sure.
