Why do South American countries produce such good footballers?

How can a country like Uruguary (who have won the world cup twice), with a population of 3.5 million people, produce a world beating team and England, with a population of about 70 million, can't? And say 1.5m of their 3.5m population were women, 1m were pensioners or children and 500k had beer guts and bad mustaches, that leaves a 500k pool of potential footballers and still they find a winning team! We haven't even mentioned the likes of the Argies, Brazil, mexico etc... So what are they doing right or what are we doing wrong?!!
