WiFi Camera for use with Mobile Broadband abroad?

Looking to put a camera in apartment in Spain without Wifi.
Will have a MiFi Mobile Broadband on 3 there but only really want it to use data upon demand rather than constant cloud uploads which will suck the allowance dry.
Is this a feasible set up? Any recommendations for camera/app?
    Cheers!

I'm not sure of how you could set that up but there might be an android app that you could install to do something similar. So would have to buy a cheap android phone instead of a wifi camera but first look for and test a cctv app.

Yes, depending on the intended purpose. Is it simply to be informed of a detected movement (for further investigation by somebody local perhaps); only to view video of the area on demand; or as a decent quality still / video of the area at time of movement detection; or some other purpose?

It purely is to check on a residence that is unoccupied at certain times of the year - if at a minimum a photo/video can be retrieved on demand that would be great. Any noise or movement alerts would be a bonus.
Do have access to an android phone that could be up-cycled if that helps.
    Thanks

depends how far away u need it to monitor if it's not too far away u could use a app via Bluetooth otherwise but difficult to do this.

Based on that limited info you could consider a low cost solution such as the wired / wireless & nightvision Dlink DCS932L at around £30 - £35. This will provide on-demand live video access as well as movement / noise detection notifications / records via a credible US-managed (non-Chinese!) portal with zero requirement for DDNS / portforwarding or other seemingly complex configuration used by some other solutions. View via mobile / tablet app or PC. For example, the unit can be set to monitor a particular section of it's vision for movement. On movement detection it can send a total of 6 images in one email to a recipient: three prior to the movement detection, and three after the movement detection, all separated in 1 second intervals. That email will be circa total 0.5MB depending on content / resolution / compression, so will not use any significant bandwidth. Not sure how much bandwidth the camera uses in standby mode - probably best to throw that Q at the manufacturer. Uses a 5V power supply at around a few Watts so will be economical to leave permanently powered up. Same manufacturer has other similar products offering additional specification / features.
