Xbox store digital preorder refund

I tried to use the Xbox assistant on the website to get a refund on a Xbox digital preorder I placed on the xbox store, but it looks like it might not be eligible as I placed the order more than 14 days ago.
This doesn't seem right to me as the game isn't out yet so it's still a preorder!
Has anybody had any luck getting a refund in a similar situation?

Not on a preorder but I accidentally bought a game that I through was part of Games with Gold. Got in touch via chat and they were able to refund.

Have you tried to contact MS via chat?
