How much is three though? Is it the price of three singles or do we have a single and the price of a pair?

Years ago I saw an offer at Tesco for 2 litre bottles of coke which beat that:

99p each or 2 for £1.99

It’s likely done to give an illusion of an offer, it’s tactics supermarkets use as a lot of people don’t read the smaller writing

In my local Asda's today I saw 2 litre bottles of Pepsi Max £1.25 each or 2 for £3 but that's not unusual for Asda.
Tuff one I think I'll sleep on it.

Even stranger when their usual price is £1.50 a bottle according to mysupermarket.

Simply highlighting the fact its 2 for £1, they're not stating its a sale, offer or rollback price, just highlighting the actual price to entice folk to buy more.

Most shoppers don't look at the small print, if it was highlighted 6 for £3 they'd buy 6.

If the OP thinks this is a 'random offer' they need to read labelling more closely, every supermarket has similar all over its stores.
