Never had a problem with Trick or Treaters after I bought that life size cardboard cut out of Sir Jimmy Savile and put in the front window......
There's a very clear system round where I live in Birmingham - if you've decorated your house, usually with a pumpkin in the window and other decorations, then you are welcoming trick or treaters, if not you get left alone so there's no hassling strangers that want to be left alone. Everyone seems to stick to those rules too, which is good because you don't want to be hassling elderly folk and it's great fun for both the kids and the houses involved, with people really going to town on the decorations too. When I first started going trick or treating as a kid (well over 35 years ago now - a lot of people seem to think it's relatively new but we all did it as kids) there was no such system in place - you'd knock on every door and basically demand stuff with menaces, so it's a lot nicer now, at least round these parts.
