The offer is available to residents of Great Britain aged between 16 and 25 years of age and mature students in full-time education. You will be required to provide proof of your age by submitting details of your passport or driving licence. Mature students are required to submit a mature student form to confirm their eligiblity.
Railcard to be carried on all journeys purchased using the 16-25 Railcard.
Time restrictions apply for journeys in the London and South East area. Please refer to 16-25railcard.co.uk or enquire at station ticket office for more details.
A minimum fare applies for all journeys starting between 4.30am-10am Monday to Friday. If you travel regularly before 10am then a weekly or monthly season ticket may be more appropriate (Railcard discount will not apply). However there is no minimum fare in July or August, on Public Holidays, and at weekends.

For over 25 year old students, it looks like there is something called Mature Students. You need to fill in the application and have it stamped by your university/college and upload it with a passport sized photo in order to show yourself eligible for it. Here is the form to fill in.

Why is it that whenever I've just renewed my railcard, they ways seem to stick a 20% or more offer on?

I think it means the 16-25 Railcard and not the actual train tickets. You could buy the railcard at the stations and therefore you can only buy the railcard online for £18, not at the stations.
These are free with Santander student account, my lads just started uni and I think so long as he pays his student loan in to the account he gets the rail card free ( I think that's the gist of it anyway)

I always book online in advanced but this answer below (taken from the website) seems to suggest that you can. Maybe what you read meant that you can only buy the railcard at a discounted price online as you can get the railcard from a station (though those ones are pretty filmisy compared to those bought online).
"Can I use my Railcard to buy my ticket on the train rather than at a station?
A: Only if there is no ticket office, or the ticket office is closed and there is no ticket machine available to buy your discounted ticket at the station at which you began your journey. If this is the case you can buy your discounted ticket from ontrain staff.

Otherwise, if ticket facilities were available at the station you could be charged the full price Standard Single fare."
For those visiting/living in London. Don't forget to take your rail card to a London underground ticket office and get it linked to your oyster card. That way you will be entitled to a 3rd off daily capped off peak fare.

What if you're not a student but aged between 16 and 25, are you still eligible for the discount?
You could also get this from Tesco for £15 worth of points (converted to voucher).
