I'd say it was both the CEO is always being replaced partially due to the owners of the company actually overriding everything they pay the CEO to do. The man they brought in at time of the documentary who was the founder and Ex-CEO of Poundworld spoke a lot of sense including pointing out all the pointless products their buying team were purchasing that people didn't actually need or want.
Yes i remember that documentary they just didn't want to listen or were they just being clever knowing a free 30 minute add for their shops every week.

I haven't bothered with poundstretcher since the start of covid that's when they decided to up the price of most of their products including doubling the price of many of the cleaning products they sell whilst B&M & Home Bargains managed to keep prices the same throughout. You get a good idea of how badly run the business is from the documentary series channel 4 did on them.
